摘  要:环境影响评价与排污许可制度是我国污染源环境管理的两项重要制度,二者衔接构成了对污染源全生命周期的管理。在分析现阶段两项制度衔接存在问题的基础上,明确了环评与排污许可制度改革的总体思路,既不是削弱环评制度,也不是以排污许可制度代替环评制度,而应该通过排污许可证强化环评的作用和功效,即:明确排污许可制度的核心地位,全面深化改革环境影响评价制度。从规划环评和项目环评角度研究提出了衔接的关键点:一方面要积极推进规划环评落地,另一方面要从管理对象、管理内容、管理程序、管理权限方面实现环评与排污许可的全面对接。建议通过修订相关法律、统一技术标准体系、建立联动管理机制为制度衔接提供保障,真正让排污许可制度成为污染源环境管理的核心制度。Environmental impact assessment( EIA) and pollutant discharge permit system( PDPS) are important regulations for environmental management of pollution sources in China,and the connection between EIA and PDPS constitutes the whole life cycle management of pollution sources. This papers pecified the general idea of EIA and PDPS reform on the basis of analyzing current issues.It's neither to weaken EIA system,nor to replace EIA system with PDPS,but to strengthen the role and effectiveness of EIA through PDPS,i. e. confirming the core position of PDPS,deeply reforming EIA system. From planning EIA and project EIA point of view,this paper put forward key points of the connection: on one hand,actively promote the implementation of planning EIA; on the other hand,realize the complete docking between EIA and PDPS from the aspects of management object,management content,management procedure,and management authority. This paper suggested making PDPS become the core system of pollution source environmental management through the revision of relevant laws and regulations,unified technical standard system,and the establishment of linkage management mechanism for the system connection protection.
