从执政理念到执政行为:伦理视野下执政党执政能力提升探析

摘　　要：执政伦理是政党执掌国家权力时必须遵循的伦理规范,它对于提升执政党的执政能力建设具有重要作用。本文在对执政伦理、执政能力等概念分析的基础上,以特定的价值判断标准为定位,对构成执政伦理的三个维度即执政理念、执政规范、执政行为对提升执政能力的作用进行剖析,并围绕当前影响党执政能力提升的因素进行探讨,通过确立"执政为民、立党为公"的先进执政理念,推进执政制度的完善,塑造和规范各个层面执政主体的伦理责任,提升执政党的执政能力。Ethics is the ruling party to wield state power must be follow,which take an important role for enhancing the ruling ability construction. Based on the analysis of the concept of ethics governing capacity,the value of a specific criterion for positioning,composed of three dimensions,namely ethics governing philosophy,the ruling norms governing the behavior of three aspects of Enhancing the Abilities role performed analysis,and the current around the party＇s ability to enhance the impact of the factors discussed,through the establishment of ＂ governing for the people,serve the public,＂ the advanced concept of governance,advancing ethical responsibility to improve the ruling system and norms,shape and regulate all aspects of the ruling body to improve the ruling party＇s ability to govern.
