高校教代会提案工作质量改进探究——基于全面质量管理理论的视角

摘　　要：高校教代会提案是高校教职工直接参与学校民主管理和民主监督、维护教职工合法权益的重要方式,也是实现高校决策和管理民主化、科学化的重要手段。教代会提案工作的质量直接关系到教代会民主建设的成效与现代大学制度的发展进程。本文在分析高校教代会提案工作质量普遍存在问题的基础上,尝试将管理学中的全面质量管理理论运用到提案工作质量改进中,以期推动高校教代会提案工作在循环发展中实现提案工作质量的持续有效提升,从而进一步推动高校民主建设健康可持续发展。University teacher delegates＇ congress proposal is the important channel for college staff to directly get involved in school democratic management and supervision, to safeguardthe legitimate rights and interests of staff. It is also important means to achieve democratic decision for universities. The quality of congress proposal is related to the achievements of teacher delegates＇ congress of democratic constructionand modem university system development process. Based on the analysis of common problem of proposal, the paper tries to use total quality management theory to improve work quality of the proposal, hoping to promote the proposal to achieve a virtuous cycle of interaction and development, so as to further promote the healthy and sustainable development of the democratic construction in colleges and universities.
