摘 要:对近20年来全国各地关于代课教师政策文本进行分析表明:当前我国代课教师问题解决的起因是为求稳定和为求发展;思路是肯定与否定、专任与所有;路径是用、辞、抚和报、审、定;内容主要包括对象、条件、待遇、流程;仍然存在思路不够清晰、对象不够明确、措施不够得力、效果不够理想等问题。解决代课教师问题,可采取以下政策措施:工作思路"一刀切",工作对象"三区分",工作内容"两落实",工作措施"一确保"。Based on the analysis of policy texts for substitute teachers across the country in the past 20 years, it is found that the reason why the government wants to tackle the problem of substitute teachers is to keep a stable and developmental society;the trend of thoughts is affirmation and negation as well as specialization and possession;the approach is employment, dismissal, comfort and report, examination and decision ;the contents mainly include objects, conditions, wages and procedures. However, there still exist the problems of unclear trend of thoughts, implicit objects, inefficient measures and unsatisfactory results. To solve the problem of substitute teachers,the following measures can be adopted: one-size-fits-all way of working,three-division objects of working,two-implementation of working contents and one-guarantee working measures.
