摘  要:随着政府机构改革不断深入,公务员绩效管理的问题日益凸显,已经成为了制约政府行政效率的重要因素。为促进政府管理效能和服务质量提升,应明确公务员绩效管理的功能定位,剖析我国公务员绩效管理存在的问题,并积极探索改进策略,从科学管理的理念、法规制度的构建、沟通反馈途径的拓宽、绩效评估体系的完善等方面多管齐下,强化绩效管理的激励功能,不断深化行政体制改革。With the deepening of government institutions reform, the problem of performance management of civil servants has become increasingly prominent which is an important factor restricting the efficiency of government administration.To enhance the effectiveness of government administration and the quality of public service, government should place clear function of performance management of civil servants, analyze performance management problems of civil servants in China, and actively explore the way to solve the problem. Base on the scientific management philosophy, government should devote itself to strengthen the incentive function of performance management and deepen the administrative system reform by several approaches, including constructing legal system ion, broadening the way of communication and feedback, improving performance evaluation.
