摘　　要：澳大利亚教育研究委员会是世界领先的教育研究机构和智库,与世界多个地区和国家建立了合作关系。该智库的宗旨是创造和发展基于研究的知识、产品和服务,用以促进终身学习。智库从创建伊始得到卡内基基金会资助,二战后得到澳大利亚政府资助,逐渐获得了财政独立性,以高质量的评估产品和高水准的政策咨询,在澳大利亚本土以及世界都获得了极高的评价,成为澳大利亚最具影响力的智库,为世界范围的国家和地区提供一流的教育咨询和服务。Since 1980＇s, among American government education reform programs, School Choice Plan let public finance get the chance to drain into the private schools. Private organizations have chances to operate Charter schools. Public-Private-Partnership （PPP） network has been build up in American elementary education development. Public-Private-Partnership （PPP） network will achieve the public education targets, such as equality, excellent, and so on. Budgetary allocations let government get chances to control education. It is the students and their parents who get the favorers from the public finance allocations in the end. Private organizations and market forces bring vitality to American elementary education development. Every Student Succeeds Act （ESSA） also gives the development space to PPP.
