农户对宅基地基本政策的认知及其影响因素分析

摘　　要：通过对江西省5个县(区)7个乡镇的专题调研,了解现阶段农户对宅基地所有权归属和"一户一宅"两个基本政策的认知状况,并运用二元Logistic模型分析影响农户认知的因素。研究表明:农户对农村宅基地基本政策的认知总体情况并不乐观,农户对基本政策的认知主要受到文化程度和家庭常年在家劳动力系数的影响。对策建议:(1)发展农村教育事业,提升农民文化程度;(2)加大政策法规宣传力度,增强农户的相关政策知识;(3)发挥回乡"能人"对农村宅基地利用的示范作用。In this paper, we study how the farmers cognize the two basic policies of ownership of rural house site and the ＂one family, one house＂, through the case study of seven towns in fve county （district） in Jiangxi province. Then we analyze the infuence factors of farmers’ cognition with the method of binary logistic model. We found that： the farmers’ awareness of the overall situation of basic policy of rural house site is not optimistic, and it’s infuenced mainly by their education level and their annual family labor coeffcient. There’re some suggestions for improvement： frstly, we should promote the development of rural education and improve farmers＇ education level; secondly, we should put more efforts to broadcast policies and regulations in order to enhance farmers’ awareness of related policies; thirdly, we should play the demonstration role of ＂talent＂ in their hometowns on how to utilize the rural house site.
