摘　　要：随着铁路网结构和国家能源政策的调整,既有铁路电气化改造将成为"十三五"期间铁路建设的重点,以及设计单位的重要工作。此文在阐述电气化改造工程施工组织设计具有几项特点的基础上,针对施工区段划分、主要工程的施工方法、施工过渡方案及措施、分段分期施工方案及工期的确定、合理确定工程造价等施工组织设计中的几个关键问题进行论述,以此确定设计原则和方法,来编制施工组织设计。With the adjustment of railway network structure and national energy policy, transformation of existing electrified railway will become the focus of railway construction during the period of 13th Five - Year Plan, and will also be an important work of the design unit. Based on the elaboration of characteristics of construction organization design of electrical reconstruction project, the following several key issues are discussed to determine design principles and methods and prepare construction organization design： the division of construction sector, the construction method, the construction transition plan and measures, staged construction scheme, confirming construction cost rationally and so on.
