内涵式发展视角下江苏高等教育投入的路径探析

摘　　要：江苏是我国的高等教育大省,现阶段内涵式发展成为进一步率先建成教育强省的核心要素。近年来江苏高等教育存在相对投入滞后、多元化筹资体制不够完善、区域不均衡等问题。对此,应建立高等教育投入稳定增长机制,既要保证"投入规模"适度增长,又要注重提升"投入质量"。要坚持以公共财政投入为主,多举措拓展高等教育投资渠道;建立省内高校教育联盟,加大区域间高等教育财政转移支付力度;推行经费绩效拨款模式,健全经费监管机制。Jiangsu is a big education province of China. At present, connotation-oriented development has become the core element of taking the lead in constructing a strong education province. However, there exist some problems in the lagging of input, inadequate diversified financing system and regional inequality. Therefore, the stable increasing mechanism of higher education investment should be established, which needs to both ensure the moderate growth of investment scale and pay attention to the improvement of investment quality. Besides, we should mainly focus on public finance input, take many initiatives to expand the investment channels of higher education, construct provincial university alliance,enlarge inter-regional financial transfer payment of higher education, introduce expenditure performance funding modes and improve financial supervision mechanism.
