摘　　要：基于公共产品理论的视角,国家助学贷款具有公共产品属性,是一种利益外溢性的准公共产品。然而,在国家助学贷款运作中,由于立法保障缺失、财政力度薄弱、行政手段过度等原因,致使该产品效用不能达到最大化。因此,需要政府发挥善治能力,确保国家助学贷款公平、规范、有序运行。From the perspective of the theory of public goods, the national student loan has the attribute of public goods. It is a kind of quasi public goods which is of interest. However, in the specific operation of student loan process, due to lack of legislative protection, weak financial strength, excessive administrative measures and other reasons, the utility of the product can not reach the maximum. Therefore, the government needs to play good governance capability to ensure that national student loan fair, standardized and orderly operation.
