摘 要:随着高校办学和科研工作的迅猛发展,教学科研用房供给与教学科研工作需求之间的供需矛盾日益突出。如何合理、科学地优化资源配置,提高教学科研用房的使用效益,减少闲置与浪费,为高校的教学和科研工作的有序开展提供有力保障,不断提升高校的办学实力和科研水平,适应高校各项事业不断发展的需要。首先分析了高校教学科研用房管理的现状和存在的问题,结合学校实际,推行教学科研用房两级管理、分类量化、定额分配、有偿使用和绩效考核原则,建立教学科研用房的合理分配机制和提高教学科研用房的整体使用效益和管理水平。The contradiction between housing demand and supply for teaching and scientific research is more and more obvious along with the rapid development of academic teaching and scientific research activities. Reasonably and scientifically optimizing resource allocation, improving the utility efficiency of housing for teaching and scientific research,and minimizing the idle and wastage rate are ways to provide strong guarantee to keep sound order for academic research and teaching. Also,these ways can constantly leverage the teaching and scientific research to a higher level and adapt the various and continuous requirements of academic development. The current situation and existing issues of housing management of academic teaching and scientific research are firstly addressed. In view of the actual state of Soochow University, two-class housing management of academic teaching and scientific research is implemented according to classification and quantization,quota allocation,compensated use and performance assessment principle.Appropriate / feasible housing mechanism for teaching and scientific research is set up and the whole utilization efficiency and management level is improved.
