摘  要:结合高校国有资产管理工作实践,探索高校国有资产管理供给侧改革方法,以调整供需结构、释放内生动力为目的,从高校国有资产管理供给侧改革的出发点入手,提出应该加强统筹,杜绝重复、低效、无用供给;控制增量,盘活存量,挖掘现有资产使用效能;强化监管,防止国有资产流失。进一步完善制度,建立国有资产使用、处置规范;规范审批流程,设置审批权限,做好基层初审工作;明确评估定价、完善公开招标、制定统一合同;统一平台,加强国有资产信息化管理。从高校国有资产管理供给侧改革的落脚点入手,提出应该夯实基础,优先满足教学科研;加强引导,助力大学生创新创业;创新管理,推进高校科技成果转化。以期可以对提高国有资产使用效率,适应新常态对高校发展的需求。Combining with the management practice of state-owned assets in university,this paper explores the method of supply-side reform. In order to adjust the supply and demand structure and release the endogenous power,from the point of supply-side management of state-owned assets,this paper puts forward that universities should strengthen plan as a whole to eliminate repetition,inefficient and useless supply,control increment and inspire existing assets to improve the efficiency of existing assets,and strengthen supervision to prevent the loss of state-owned assets. The focus should perfect the system,establish a standard of the use and disposal of state-owned assets to specify approval process and authority,and do a good job at the grassroots level. A platform for the asset-pricing,the public-bidding construction and the contract design needs to be unified and perfected in order to strengthen the information management of state-owned assets. From the essences of supply-side management of state-owned assets,this paper puts forward that universities should consolidate the foundation,give priority to meet the teaching and research,strengthen the guidance to help college students' innovative undertaking,and innovate management to promote the transformation of scientific and technological achievements to adapt to the demand for university development in the new normal.
