摘　　要：随着我国重点港口及重要通航水域船舶交通管理服务中心(VTS)的普及,如何提高VTS管理效果应该得到VTS管理者的高度重视。本文通过对认识和尊重航海规律、VTS值班人员的职业素质、培育VTS的统御性核心价值观、建立对值班人员的激励机制及有效运行VTS质量体系等方面分析了其对VTS管理效果的重要影响并给出了相应的对策。With the popularization of vessel traffic service （VTS） centers at China＇ s key ports and navigable waters, the management level should attach great importance to improving VTS management efficiency. From the aspects of the recognition and respect for navigation laws, the professional quality of VTS watch-keepers, the core values of VTS, the establishment of incentive mechanisms for watch-keepers and the effective operation of VTS quality system, the paper analyzes the significant influence of such aspects on VTS management efficiency and provides relevant countermeasures.
