摘  要:老旧小区改造更新是城市更新的重要组成部分,有利于提高市民居住品质、提升城市功能、改善城市面貌。但改造更新是个实践问题,当前地方政府所采取的政府主导模式难以持续,也未能达到有机更新的高度。主要集中在三个关键问题上:第一,老旧小区有机更新中的政府、社会和个人权责关系如何;第二,老旧小区有机更新的资金来源渠道问题;第三,推进机制的探索建立。在分析探讨的基础上,认为在权责关系上应遵循"权责相对,程序规范;产权明晰,互利共赢"的原则。在资金筹措上,遵循谁受益谁出钱,摒弃政府大包大揽;发挥好财政资金的引导作用,通过机制创新引入社会资金;利用好已有资金,创新住户的资金承担机制。Old residential community renovation is an important part of urban renewal, lt will improve the living quality of the resident, the urban functions, and the appearance of the city But old residential community renovation is a practical issue, the government-led model which the current local government has adopted can hardly be sustained. This study focused on three key issues: First, how can we divide the rights and responsibilities of government, socity and indiciduals in the old residential community renovation?Secondly, the funding sources of old residential community renovation. Thirdly, it is the establishment of the propulsion mechanism. Based on analysis and discussion, this study suggests that we should follow the relative responsibilities, standard procedural norms; clear property rights, mutual benefit and win-win principles in the relationship between rights and responsibilities. In the financing area, we should follow the beneficiary pays principle, and get rid of the government taking on everything mode; it is good for financial capital to play a guiding role, and to introduce social capital through institutional innovation; it is also important to make good use of existing funds, and to innovate the resident funded mechanism.
