生产建设项目水土保持建设管理工作要点浅析

摘　　要：十八大以来,生态文明建设被纳入到"五位一体"中国特色社会主义总体布局中,水土保持迎来了新的发展契机,同时也对水土保持建设管理工作提出了更高的要求。目前,生产建设项目的水土保持管理工作普遍存在管理水平较低、管理经验不足、工作要点流程不清楚等问题。结合多年的水土保持设计及管理经验,系统总结了项目各个阶段的水土保持建设管理工作内容,梳理形成了工作要点和工作流程,对规范水土保持管理、指导建设单位开展水土保持工作具有较好的借鉴作用。Since the 18th National Congress of the Communist Party of China （CPC）, ecological progress has been brought into comprehensive action plan of economic, political, cultural, social, and ecological socialism with Chinese characteristics. Water and Soil conservation has been facing new development opportunities, however, higher requirements for the management of water and soil conservation are put forward. The problems of production and construction projects, such as low management level, lack of management experience, unclear of key emphasis and procedures in the Water and Soil conservation , has caused difficulties to the comprehensive implementation of water and soil conservation work at present. In this paper, combined with years of experience in the design and management of soil and water conservation, systematically summarized the work contents of construction management at different stages in soil and water conservation, and then, the work points and procedures of water and soil conservation projects were concluded, which is expected to provide references for the management of standardized water and soil conservation, and guide the construction units to carry out water and soil conservation work.
