社会公益组织有效破解服务群众难题探析——以江西省南昌市青云谱区创新社会组织发展为例

摘　　要：近年来我国社会组织不断发展,在促进经济发展、繁荣社会事业、创新社会治理等方面都发挥了积极作用,同时群众的需求呈现出"多样化、多方面、多层次"的特点。为了有效破解服务群众难题,江西省南昌市青云谱区民政局以"三社联动"工作机制,孵化、扶持社会组织不断丰富社会公共服务,积极培育公共服务的"第三方力量",连通公共服务"最后一公里",为创新社会治理进行了有益的探索。它夯实了党的基层组织建设、完善了居民参与社区自治的相关机制,居民参与社会治理热情和能力大大提升。该局的创新社会公益组织模式是一大亮点,值得推广。In recent years, with the constant development of social organizations in our country, they play a positive role in promoting economic development, booming social undertakings, innovating social governance, etc. Meanwhile, the people＇s needs present the characteristics of ＂diversification, multi-face and multi-level＂. In order to effectively solve the puzzles of serving the masses, the civil affairs bureau in Qingyunpu District, Nanchang City, Jiangxi Province took ＂the joint operation of three associations＂ as the working mechanism, cultured and supported the social organizations to constantly enrich the social public services, actively cultivating ＂the third-party strength＂ of public services, connecting ＂the last one kilometer＂ of public services, and conducting a beneficial exploration for the innovation of social management. It strengthened the Party＇s basic-level organization construction, improved the relevant mechanism that residents participate in community autonomy, and greatly enhanced the residents＇ enthusiasm and ability to participate in social governance, so the organizational mode of innovative social public services is a major bright spot, which is worthy of promotion.
