摘 要:全面分析了我国渔船装备技术水平落后,远不能适应现代渔业建设的总体要求,难以满足提升海洋战略地位迫切需要的现状。深度解析了渔船装备升级面临的矛盾:资源养护与海洋捕捞力量严重过剩之间的矛盾、渔业经济组织弱小与渔船升级发展之间的矛盾、渔民增收与渔船改造投资之间的矛盾、渔民素质与新技术的应用之间的矛盾;阐明了渔船装备技术升级有利于促进产业转型升级、扩内需保增长,有利于维护国家海洋权益、开发公海渔业资源,有利于提升防灾减灾能力、保障渔业生产安全,有利于推进渔业节能减排、创建节约型社会;提出了渔船装备技术升级的对策措施是落实和完善渔船管理政策法规、推进渔船装备技术升级运行模式创新、加强渔船研发设计能力和建造能力建设。The article comprehensively analyzed the backward status of fishing vessel equipment in China,which failed to meet the general requirement of modern fishery construction nor the urgent need to upgrade themarine strategic position. It elaborated four contradictions in fishing vessel equipment upgrading, namely thecontraction between resource conservation and serious overcapacity in marine fishing, between the weakness offishery organizations and the demand for the upgrading of fishing vessels, between the increasing of fishermen?sincome and the investment in fishing vessel renovation, as well as between the low professional level offishermen and the promotion of new technologies. Then it explained the potential effects of upgrading fishingvessel equipment in promoting industrial transformation and upgrading, expanding domestic demand growth,safeguarding national marine rights and interests, developing high seas fishery resources, enhancing disasterprevention and mitigation capacity, ensuring fishery production safety, promoting fisheries energy-saving andemission reduction, as well as in creating a conservation-oriented society. Finally it proposed several measuresto promote and realize the upgrading of fishing vessel equipment, including to implement and improve fishingvessel policies and administrations, to promote innovation in the operation mode for fishing equipmenttechnology upgrading, and to strengthen research and development capacity in fishing vessel design and construction.
