摘 要:当前公立医院内部管理问题突出,管理模式中伦理缺失现象严重,从管理的思想到方式甚至目的上均有所体现,致使管理者在医院管理问题上产生了矛盾甚至错误。这种伦理缺失现象既有着历史背景原因同时也有着运行机制和工作人员思想的问题。其外部原因表现在公立医院形成及演变的特殊性和医生职业定位上,内部原因则体现为医院人员选拔机制与管理机制上。正确认识公立医院管理伦理缺失表现并认真分析其产生原因,探索合适的解决机制才有可能使公立医院在医疗体制改革潮流中立稳脚跟。Currently, management problems in public hospitals are serious and the phenomena of lack of ethics in management model are severe, which reflected on the management thoughts, methods and even goals, resulting in that the managers make contradictions and even mistakes in the hospital management. The lack of ethics is due not only to historical background but also operating mechanism and ideological question of working stuff. The outside reasons include the specialty of public hospitals formulation and development and the career anchor of doctors, while the inside reasons give a reflection on the selection and management mechanism of human source. Only when we correctly understand the manifestation of lack of ethics in public hospital management and carefully analyze the reasons, and explore the appropriate settlement mechanism, can public hospital root itself in the stem of medical system reform.
