摘  要:为了积极适应低油价新常态,中国石油实施开源节流、降本增效的低成本战略。在吸收和借鉴国外油气企业低成本发展经验,分析"十二五"开源节流、降本增效主要举措的基础上,基于战略成本管理理念,提出实施低成本战略的思路以及5大实施途径,包括:(1)树立低成本战略的新观念和新思维,实施"效益+"理念;(2)突出技术创新和管理创新驱动降本增效;(3)强化制度建设,注重合规合法、依法治企降低经营风险;(4)推进成本数字化网络化建设,依靠组织扁平化降低成本;(5)健全和完善低成本战略绩效评估体系,完善以效益为中心的激励约束机制。In order to actively adapt to the new normal state of low oil price, China's oil industry has implemented low-cost strategy to increase income, reduce expenditure, decrease cost and increase benefit. According to the foreign oil & gas field enterprises' experience on low-cost development, analysis on main initiatives to increase income, reduce expenditure, decrease cost and increase benefit in 12 th Five-Year plan and strategic cost management concept, the idea and five implementation approaches are proposed for implementing low-cost strategy, i.e.: 1)Set up the new concept and idea of low-cost strategy, implement benefit + idea; 2) Emphasize on decreasing cost and increasing benefit driven by technical innovation and management innovation; 3) Strengthen system construction, focus on legal compliance and reduce the operation risk according to law; 4) Promote cost digitization and networking construction, lower the cost by organization flattening; 5) Perfect the performance assessment system for low-cost strategy and improve the incentive and restrictive mechanism centered by benefit.
