基于和谐理念的新型城镇化建设研究——以德州“两区同建”为例

摘　　要：和谐是社会建设与经济发展的首要任务,新型城镇化追求经济社会可持续发展,更加注重人与自然和谐.从地理学研究对象——人地关系出发,对经济社会发展中人与资源环境关系内涵进行解读,对城镇化进程中的经验与教训进行总结,以德州农村社区和产业园区共同建设(简称"两区同建")模式剖析为基础,提出和谐社会建设背景下新型城镇化推进的建议和措施,以期达到决策科学、实施有效、社会关注与公众参与,实现经济、社会与生态环境和谐发展的目的.Harmony is the primary task of social construction and economic development. New type urbani- zation pursuits the sustainable development of economic society and pay more attention to the harmony be- tween men and nature. From the perspective of man--earth relationship, which is the research object of ge- ography, the meaning of the relationship between men and environment is explained and the experience and lesson during the progress of urbanization is summarized. Based on the model analysis of ＇Liangqu- tongjian＇, short for＇ Building the rural community and industrial parks together^in Chinese, the suggestion and measure to propel new type urbanization under the background of harmonious society construction is put forward, aiming to achieve scientific decision, effective implementation, social attention,public partici- pation and to realize the harmonious development between and among economy, society and environment.
