对新情势下陕西开放大学建设的再思考

摘　　要：自2010年《国家中长期教育改革和发展规划纲要》提出:"健全宽进严出的学习制度,办好开放大学"以来,建设陕西开放大学一直是我们的梦想。本文在系统分析相关影响因素的基础上,通过简要回顾和总结近年来我校的探索历程与创新成果,对陕西开放大学建设的现状进行了梳理与判断。进而,从统一思想、凝聚共识,准确定位、明确目标,调整部门职责、搭建组织架构,完善管理体制、优化系统结构等几大方面提出了对下一阶段建设陕西开放大学的再思考。It has been a dream for us to build the Open University of Shaanxi ever since 2010,when The National Long- term Education Reform and Development Plan put forward to ‘establish a perfect learning system of loose entry and strict exit so as to run open universities well＇. This paper,on the basis of a systematic analysis of influence factors related,has made a careful carding and judgment of the present situation of the Open University of Shaanxi,through a brief review and summary of its exploration and innovations. Then,the author makes a rethinking of the construction of the Open University of Shaanxi in the next stage from such aspects as unifying thoughts,building consensus,directing accurate orientation,clarifying objectives,adjusting responsibilities of departments,perfecting management systems,and optimizing the university system structure.
