摘  要:协商民主与我国农村以村民自治为核心的基层民主管理制度有一定的契合,将之嵌入乡村治理,是谋求乡村善治的可行路径。推进协商民主所内在的对公民素养和能力的要求与我国农村公民意识缺失和能力欠缺的矛盾,是当前协商民主嵌入乡村治理所面临的主体困境。公民教育是培育理想公民的最佳途径,协商民主视阈下的农村公民教育应将农民培育成具有主体性及权、责意识,具有参与意识、公民能力和公民美德的现代化公民。Deliberative democracy has a certain correspondent with rural grass - roots democratic management system which with the core of villager self-governance. And Deliberative democracy embedded in the rural government is a feasible path of rural good governance. It is the puzzlement of promoting deliberative democracy that farmer who are lack of citizen eonsci citizen ability in rural deliberative democracy. Citizenship education is the best way to cultivate the ideal citizen. Rural civic education from the perspective of deliberative democracy should cultivate farmer into modem citizen who have inter - subjectivity and consciousness of right and responsibility, participation which based on public rational consciousness,correspending civil capacity and civic virtue.
