应对国家科技计划改革,推动高校内涵发展——以浙江大学为例

摘　　要：高校是国家创新体系中的重要组成部分。随着国家科技计划改革的逐步推进,高校的科研发展正处在战略转型阶段,如何准确把握新形势、新要求,提升高校科研创新能力,推动内涵式发展,充分发挥高校的基础和生力军作用,实现创新驱动发展,将是这一阶段亟待解决的问题。本文剖析了国家科技计划改革的相关文件,以浙江大学为例,从重视战略规划、做好大项目预研、创新科研组织模式、促进学科交叉,完善经费监管、加强过程管理、建立评价激励机制、加强沟通八个方面阐述了高校应如何应对这一轮改革,更好地发挥科技创新的重要作用。The university is an important part of national innovation system. With the reform of national science and technology plan, the development of scientific research in colleges and universities is in the stage of strategic transformation. How to accurately grasp the new situation and new requirements, advance the scientific research innovation ability, promote the intension-type development, play the role of force and foundation and achieve innovation-driven development, will be urgent problems in universities. Taking Zhejiang University as an example, this paper analyzes the relevant documents of the reform of national science and technology plan, expounds how to respond to this reform as well as to play an important role in scientific and technological innovation from eight aspects（Attaching importance to strategic planning, Preparing big programs, Innovating scientific research organization model, Promoting interdisciplinary, Perfecting fund supervision, Strengthening process management, Establishing evaluation incentive mechanism, Strengthening communication）.
