摘　　要：运力资源调配是合理利用有限运力资源的关键。通过分析影响运力资源充分发挥的薄弱因素,从运输调度的角度引入"瓶颈"管理的理念和方法,提出强化运输组织指挥、充分利用通道能力、经济合理使用机车车辆、调动站段运输生产积极性等对策,有效提高铁路运力资源利用程度,再从运力资源发挥的保障措施方面提出建议,以加快实现运输发展方式转变和客货经营模式创新。Transportation resources allocation is the key to rational utilization of limited resources. Based on the analysis of the weakness, this article uses ＂Bottleneck＂ management to strengthen the transport organization, make full use of the channel capacity and vehicles, and improve the enthusiasm of staffs. Eventually, some security measures are proposed, so as to accelerate the transforma- tion of development mode and innovate business model.
