摘　　要：海洋环境治理问题已经成为当前社会公共治理的重要议题。随着海洋经济不断发展,海洋污染问题逐渐凸显,而海洋的跨区域特性,需要全面分析当前海洋环境治理在区域化大背景下的困境、影响因素、主体要素等,形成海洋环境治理跨区域治理的逻辑基础。实施路径上可通过主体间的信任机制构建、跨国家的"区域海"制度实施、完善海洋污染刑法规范等措施,以推进海洋环境跨区域治理的制度化水平。Marine environment governance is widely discussed in the field of the social public governance. With the development of marine economy, marine pollution is becoming more and more serious. And this pollution has an obvious characteristic of cross-region. To solve this problem, we need first to analyze the dilemma, influencing factors, and stakeholders of the marine environment governance, then to build its logical basis. To realize the institutionalization of cross-regional governance on marine environment, the trust mechanism between stakeholders, the institution of cross-regional ~overnance, and the eomolete legal system are heloful.
