摘　　要：研究产业技术创新联盟合作伙伴选择的决策问题。首先,基于合作伙伴选择的"3C"原则,从兼容性、资源与能力、承诺3个维度构建产业技术创新联盟合作伙伴选择的指标体系。其次,针对该决策问题具有指标关联性强和指标取值难以量化的特点,提出一种集成模糊逻辑、网络分析法(ANP)和多准则折衷优化解法(VIKOR)的模糊组合决策方法,基本思路是利用模糊网络分析法设定关联指标的权重,利用模糊折衷优化解法确定折衷备选方案。最后,通过将该模糊组合决策方法应用于某激光加工产业技术创新联盟合作伙伴选择,验证了新方法的可行性和有效性。研究表明,该决策方法有效地考虑了产业技术创新联盟合作伙伴评价指标之间的关联性,同时科学地处理了决策问题中指标信息的不确定性和专家判断的模糊性,因此,该方法对于提高产业技术创新联盟合作伙伴选择的科学性和有效性具有积极意义。Decision making of industrial technology innovation alliance partner selection is studied in this paper. Firstly, based on the ＂3C＂ principle of partner selection, the index system of partner selection of industrial technology innovation alliance is established from the following three dimensions： compatibility, resource and capability, commitment. Secondly, a decision model that integrates fuzzy logic, analytic network process and VIKOR is proposed in order to solve the decision problem with the characteristics of correlation between index and qualitative index value. The main idea of the method is to use fuzzy analytic network process （FANP） to assign the weights of the correlated index, and use the fuzzy VIKOR （FVIKOR） to evaluate and rank the candidate partners. Thirdly, an example is analyzed to illustrate the feasibility and effectiveness of the suggested method. The research shows that this method can effectively take into account the correlation between the evaluation indexes of the industrial technology innovation alliance partners, and scientifically deal with the uncertainty of the index information and the fuzzy nature of the experts. Therefore, this method is of positive significance for improving the effectiveness selection of industrial technology innovation alliance partners.
