摘 要:作为公共政策的执行者和公共服务的提供者,公务员在公共部门中最有发言权。然而,作为组织中的一员,公务员的建言行为会受到组织因素的影响,因此,本研究基于社会交换理论探讨关怀型伦理氛围对公务员建言行为的跨层次影响。基于对政府部门43个科室213位公务员的调研,结果表明:关怀型伦理氛围对建言行为具有显著的正向影响;内部人身份感知状况在关怀型伦理氛围和建言行为中发挥部分中介作用;团队合作规范在内部人身份感知和建言行为中发挥调节作用。As public policy executives and public service providers, public servants should be given a voice in the public sector. However, as part of an organization, public employees' voice behavior is affected by several or- ganizational factors. Based on a cross-level survey of 213 public employees in 43 departments from a medium- sized city located in eastern China, this paper explored the effects of the caring type of organisational ethical cli- mate on public employees' voice behaviors under the social exchange framework. The results demonstrated that there was a significant and positive relationship between the caring type of organizational ethical climate and public employees' voice, which was partially mediated by the perceived insider status (PIS). Additionally, the study indicated that the relationship between perceived insider status (PIS) and public employees' voice was moderated by the cooperative group norms.
