摘　　要：为了实现医疗保险制度改革主要目标、建成医疗保险总额制度、实现患者、医院和医疗保险三者共赢局面,从医疗保险总额制度给医院带来的影响入手,详细讨论了总额预付制给医院发展带来的机遇和挑战,从转变传统观念、精确服务定位、改变服务格局、加强医院内涵建设、增加医护人员的培训和学习等方面,有针对性地提出了医院实施总额预付制的应对策略。In order to achieve the main objectives of health care reform, set up the global budget system and achieve the triple win of patient, hospital and medical insurance, the paper discusses the opportunities and challenges of global budgeting based on the impact of global budgeting on hospitals, puts forward some strategies such as changing the traditional idea, making service location precise, changing service pattern, strengthening the connotation building of hospital and increasing the training and learning of medical workers.
