军民融合发展模式下军队医学科研绩效评价指标体系研究

摘　　要：目的验证军民融合发展模式下军队医学科研绩效评价指标体系的科学性和有效性,为今后开展军队医学科研绩效评价指标体系构建研究提供理论和方法学上的参考。方法以第三军医大学为评价对象,采用综合评价法及秩和比法进行对比研究。结果本研究构建的指标体系、数学模型和综合评价法可以对评价对象的总绩效、维度绩效、一级指标的绩效进行分别排序。秩和比法也可以对评价对象的总绩效进行排序,但是计算较为复杂,结果区分度较小。结论该评价指标体系可以用于军队医学科研绩效评价实践,并且评价结果与评价目标一致。秩和比法是综合评价法的有益补充。Objective To verify the scientificity and effectiveness of the performance evaluation index system of military medical scientific research in the military and civilian integration development mode so as to provide the theoretical and methodological reference for the construction research of the performance evaluation index system of military medical scientific research in the future.Methods The Third Military Medical University was taken as an evaluation object,the comprehensive evaluation method and rank sum ratio（RSR）method were adopted to perform the comparative study.Results The index system,mathematical model and comprehensive evaluation method constructed by this study could be used to sort the overall performance of the evaluation objects,dimensional performance and performance of the first level indicators.The RSR method could also sort the total performance of the evaluation object,but the calculation was more complex,and the distinguish degree of results was smaller.Conclusion The evaluation index system can be used for military medical scientific research performance evaluation practice,and the evaluation results are consistent with the evaluation goals.The RSR method is a useful supplement of comprehensive evaluation method.
