摘　　要：城市人力资本竞争力的大小反映着城市综合竞争力的强弱,科学评价城市人力资本竞争力是制定城市综合竞争力提升战略的基础。湖南省城市人力资本竞争力的评价指标体系包含投入、存量和产出三个方面,其主成分分析结果表明:湖南省人力资本竞争力整体上呈局部均衡的分布态势,具有集聚型特征;东西部分布不均衡;影响因素分异明显,中东部依靠经济与科技,西部依靠教育和医疗卫生;进一步发现影响因素的贡献率差异明显,经济和科技方面对湖南省城市人力资本竞争力的影响较为显著,教育和医疗对人力资本竞争力的影响不显著。针对以上问题,可以从促进一体化发展、政策扶持和激励机制建设三方面加以优化。The evaluation of urban human capital competitiveness,which reflects the cities＇ strength of comprehensive competitiveness provides the basis for developing the city＇s comprehensive competitiveness strategy. The evaluation system for urban human capital competitiveness in Hunan includes three aspects： inputs,stocks and outputs. The results of principal component analysis show that： the human capital competitiveness of Hunan presents the distribution trend of local equilibrium with the characteristics of agglomeration. Eastern and western regions are unevenly distributed. The influence factors of cities＇ competitiveness are significantly different,the mid- east region depends on economy and scientific,and the western region depends on education and health care. Further research founds that the difference in the contribution rate of influencing factors is obvious： the economic and scientific have more significant influence on the competitiveness of human capital in Hunan province than education and healthcare. The issues mentioned above can be optimized by promoting integration development,providing policy support and constructing incentive mechanism.
