环境污染、商业健康保险对健康成本的影响研究--基于省际面板数据的实证分析

摘　　要：环境污染问题日益严重和广受关注,它不仅影响了人们的身体健康,还加大了居民医疗保健消费支出。同时,人们也在通过购买商业健康保险规避自身面临的不确定的健康风险。《关于加快发展商业健康保险的若干意见》的出台,对加快发展商业健康保险对于保险行业结构调整、医疗卫生体制改革乃至国民经济的持续健康发展都有着十分重要的意义。本文以2006—2012年31个省市(地区)为样本,分析环境污染、商业健康保险对健康成本的影响,得出了大气污染与人均医疗保健消费支出正相关,以及人均商业健康保险保费与之呈现负相关关系的结论。因此,应该加大环境污染治理,进一步深化寿险公司与医疗机构的合作,形成激励相容的约束,控制医疗费用的上涨。Abstract： Environmental pollution is becoming more serious and paid widespread attention. It has affected people＇s health and improved the residents＇ health care spending. At the same time, people evade their uncertain risk by buying commercial health insurance. ＂Several opinions on speed up the development of commercial health insurance＂ issued, clears the importance of speeding up the development of commercial health insurance to insurance industry restructure- ing, health system reform and sustained and healthy development of national economy. This paper uses data from 2006 to 2012 in 31 provinces （regions） as samples, analyzes the impact of environmental pollution, the commercial health insurance on health costs. It is concluded that the atmospheric pollution and health care per capita consumer spending are positive correlation, and it is negatively related to the commercial health insurance premium per capita. So we should strength the control of environment pollutions, deepen the cooperation of life insurance company and medical institutions, and form the incentive compatibility constraint, control the rising medical costs.
