精准治理:中国场景下的政府治理范式转换

摘　　要：精准治理是中国场景下政府治理范式的进化。传统的政府治理范式在治理的主动性、政策的靶向能力以及治理主体的反应能力方面尚不能应对中国目前剧烈转型期的各种矛盾,而本文在总结中国政府治理实践基础上提出的"精准治理"范式,则从根本上突破了传统"公共行政范式"泛政治化的政府地位,以及"公共管理范式"管理主义的治理倾向,实现了以民众需求为导向、以知识挖掘为支撑、以政策匹配为目标的回应技术变革与治理需求的政府治理范式的转换。"精准治理"是以全面精准的个体化信息集成为治理基础,以科学严谨的信息挖掘分析为治理前提,以历史最佳的政策知识推理为治理参考,以相宜有效的政策需求匹配为治理目的的治理体系和治理能力的创新再造过程,而个体化信息采集、挖掘、分析系统与治理主体考核体系的建设需在中国场景下由中央或省级政府引导实施。Precision governance is the evolution of government governance paradigm in China. Paradigm of traditional governance is still unable to cope with the current severe Chinese transformation of all kinds of contradictions in governance initiative, the target ability of policy and the reaction ability of governance. Based on the summary of Chinese governance practice, we proposed the 'precise management' paradigm which is a fundamental breakthrough in the traditional paradigm of public administration and public management. The paradigm of 'precision governance' oriented the needs of people, based on knowledge mining, targeted on the matching of policy, is the transformation of government governance paradigm that responds to the needs of technological change and governance demand. Based on integrated comprehensive and accurate personalized information, scientific and rigorous analysis of data mining, the best policy by knowledge reasoning and the purpose of effective match of policies demands, precise governance is the process of innovation and reconstruction of governance system and governance capacity. The construction of individual information collection, mining, analysis system and the administrator evaluation system should be guided by the central government or provincial government in china. As the practice of government governance, precision governance has led us to think deeply about the values of democracy and technology ethics.
