摘　　要：我国当前的环境污染治理投资总量不足、结构不均衡、效率不高,以至于环境质量低下,"雾霾""毒地"等环境污染状况频发。环境领域公共财政保障机制缺失、项目运行监管不到位、财政支持政策缺失、盈利机制缺乏是产生以上问题的主要原因,必须创新投资机制,以构建稳定的财政环保支出、推进以效付费、利用市场融资等方式推进环境污染治理投资发展。The Problem of investment in environmental pollution control is not only the cause of the insufficient scale, but also the cause of the unbalanced structure and the low efficiency. Haze and contaminated land and other environmental pollution situation often occur. In view of the above problems, we have analyzed the reasons from the lack of public finance guarantee mechanism and financial support policies and so on. We suggested that the government should establish the investment mechanism and promote the development of environmental pollution control investment in the way of efficient payment and the use of market financing.
