摘 要:作为医院运行中发挥承上启下重要作用的职能科室,其工作效率、履职能力直接影响医院管理效益,加快实施职能科室绩效考核势在必行。但因各职能科室工作的异质性,对其实施绩效考核一直是各级医院绩效管理工作的难点,亟待解决。天津某三甲医院通过协同应用平衡计分卡、目标管理法、关键绩效指标法和360度评价法4种绩效管理工具,研究建立了较为科学合理、客观可行的百分制职能科室绩效考核指标体系,包括基础指标、完成工作、内部管理、自身建设、各级评价5个一级指标和13个二级指标。并在实施中遵循PDCA闭环路径,实现了职能科室管理和服务水平的持续提高。The efficiency and capacity of functional department in hospital directly impacts hospital management effectiveness and it is necessary to strengthen functional department performance assessment. The big differences between functional departments makes great difficulties on functional department performance assessment in hospital. By jointly applying balanced score card, object management, key performance index and 360 all rounds assessment, a top tertiary hospital in Tianjin has established a scientific, rational, objective and feasible functional department performance assessment index system which involves 5 first level index named basic indictors, workloads, internal management, capacity promotion and assessment and 13 secondary level index. By PDCA management, the management and capacity in functional departments are sustainably improved.
