辽宁开发类科研院所转制发展问题探讨

摘　　要：科研院所是区域科技创新体系的核心载体。受制于体制与政策因素的影响,辽宁开发类科研院所在转制发展中主要存在三大问题,应进一步完善转制院所创新发展的政策环境并加强与完善转制院所内部建设。Scientific research institute is the core carrier in the regional science and technology innovation system. There are three major problems in the development of Liaoning development research institutes. We should further improve the policy environment of the innovation and development of the reform and strengthen and improve the internal construction development research institutes.
