摘　　要：基于组织结构理论,对专业学位研究生教育外部质量保障管理层次、管理幅度进行了总体设计;认为其质量保障主体包括中央教育管理部门、省级地方教育管理部门、研究生培养单位主管部门、专业学位研究生教育指导委员会、相关部委(或相关行业协会)、就业市场(用人单位)等;从政府类主体、学术类主体和市场类主体对外部质量保障体制构架及各主体职责进行分析探讨。Based on the theory of organizational structure, the author has carried on the overall design of the management level and the management scope of the external quality assurance of the professional degree graduate education; The author thinks that the quality assurance subjects include the central education management department, the provincial local education management department, the postgraduate training unit department, the professional degree graduate student Education Steering Committee, the relevant ministries（or related industry associations）, the employment market（employers）, etc. The author analyzes the structure of the external quality assurance system and the responsibilities of the subjects from the government subjects, the academic subjects and the market subjects.
