摘 要:城市是ICT发挥作用和作为工具的治理场所,ICT的应用甚至改变了城市治理结构。关于ICT的哪些推动力改变了城市治理流程,西方理论界最先从STS角度研究ICT的单向推动力,后来归因于ICT的社会建制,最后从实证研究初步归纳出动力体系。我国理论界虽然没有从更宏观的角度研究ICT的动力体系,但从经济研究的定量角度已经揭示了ICT的社会建制投资的红利。文化经济的差异基本否决了世界性动力体系的普适性,从国情和文化建立ICT动力体系和组合体系能帮助官员认知这一体系的动力源,以便优化结构。基于中国国情的动力体系包括了ICT元动力、阻碍动力、间接动力等。更为重要的是,对理论框架的运用要结合中国文化境遇。The city is the governance place where ICT plays its role and is used as the tool. Theapplication of ICT has even changed the structure of urban governance. Among the theories of ICT's driving force to change the process of urban governance, the western theory firstly studied the one-way driving force of ICT from STS perspective and later attributed to the social system of ICT, and finally concluded the power system from empirical study. Although there is no research on the power system of ICT from a more macro perspective among China's theoretical circles, yet we have a quantitative perspective from the economic research which reveals the bonus of ICT's social construction investment. The differences of culture and economy basically reject the universality of the global power system. The ICT power system and the combination system can help the officials to understand the power source of the system so as to optimize the structure. The power system of China's national conditions include the ICT basic power, hinder power, indirect power, etc. More important is that the use of theoreticalframework should be combined with the situation of Chinese culture.
