摘　　要：文章将节能服务实现过程划分为决策阶段、合同实施阶段和节能服务效果评价阶段,认为建筑节能服务中市场机制与政府规制的互动关系是随着节能服务的发展而变化的,同时市场机制与政府规制互动关系的变化又会推进建筑节能服务的发展;二者的互动关系历经由政府规制为主、市场机制为辅到二者齐头并进,再由二者齐头并进到市场机制为主、政府规制为辅的过程,同时建筑节能服务也历经萌芽期、发展初期、蓬勃发展期和发展稳定期的阶段。This study analyzes the characteristic of the building energy efficiency services at the different stage： decision-making stage, contract implementation stage and energy efficiency saving stage. It considers that the interactive mechanism between market mechanism and government regulation is developing along with the energy efficiency service; market mechanism and government regulation are under mutual development relations. And the development of building energy efficiency service has four stages： forming stage, early stage, mature stage and stable stage.
