摘　　要：普京执政以来,俄罗斯文化法律法规与文艺政策领域形成了自上而下的法律设置、民粹主义的政策实施和重视知识分子影响的社会导向的社会治理模式,承传了根植于俄国民族文化亚细亚生产方式下的东方社会特征、中央集权与村社自治的二元国家结构中的民粹主义文化和知识分子协同调整政治生态的社会治理历史基因,彰显出普京时期在"新俄罗斯思想"的国家精神、"主权民主"的立法原则和建构文化统一空间的政策意图指导下俄罗斯文化法律法规与文艺政策的"俄国化"特色。Since Putin came to power,a new governance model in Russiancultural policy appeared.Its characteristics are:putting forward new laws and regulations on culture,carrying out populist policy and attaching great importance to intellectuals’influence.This kind of governance model rooted in the Russian national culture with oriental social characteristics,the Asiatic mode of production,and dual structure of centralized power and village autonomy.It reflects the national spiritin the'new Russian thinking'and'Russianised'characteristics of laws and regulations on culture.
