论城管综合行政执法体制的缺陷与完善

摘　　要：作为改革产物的城管综合行政执法体制,目前仍不完善,主要存在城管法律地位尴尬、执法依据混乱、执法权限模糊、执法人员素质偏低、滥用自由裁量权等问题。在源头上应当以治理城市的理念为先导,以服务型政府为目标,引入社会化管理方式为城管"减负";在具体操作上应当立法规范城管的各项制度,实现规范行使权力,提高执法和服务水平。The system of urban management comprehensive administrative law enforcement is not perfect. Law enforcement official＇s legal states is embarrassed ,law basis is chaos ,law enforcement authority is fuzzy ,official＇ s quality is low and discretion is abused. Urban governance should be the concept, and service - oriented government should be the aim. The introduction of social management mode can reduce the workload. The law should be drawn up in urban management to restrict power and improve the service level.
