排污权有偿使用和交易定价问题研究——以连云港海域化学需氧量排放为例

摘　　要：排污权有偿使用和交易是完善环境资源的价格形成机制、控制污染物排放总量、促进我国社会经济与环境协调发展的关键。本文结合连云港市不同行业化学需氧量排放现状,采用恢复成本法构建了化学需氧量排放的定价模型,并就我国排污权有偿使用和交易中存在的问题,提出了统一初始分配价格、制定二级市场指导价格、出台统一的税费标准等政策建议。Paid for the use of sewage＇s discharge right and trading is an important measure to control the pollutant emissions, improve the environment and resources pricing mechanism, promote the development of social economy and environment coordinated development. In this paper, combined with the current situation of chemical oxygen demand in different industries in Lianyungang city, The pricing model of chemical oxygen demand is constructed by using the method of recovery cost,and puts forward some policy recommendations on how to initial distribution prices, to develop the secondary market guidance, to formulate unified tax standards.
