摘　　要：党的十八届五中全会提出包括开放发展在内的五大发展理念。开放发展的理念对于建设一个富裕繁荣、充满活力、持续进步、流动不息、安全公正、制度完备的现代社会具有无可替代的重要作用,对于决战十三五,全面建成小康社会,实现中华民族伟大复兴的中国梦以及未来十三五之后的三十年建成现代化国家具有重要的推动作用。事实上,从被动开放到主动开放,近代以来中国社会的发展进步一直与坚持开放发展密不可分。未来的科技革命与国际竞争要求我们不仅应该在经贸合作意义上开放,而且应该在人文交流的意义上开放,不仅应该对外开放,而且应该对内开放。The Fifth Plenum of the 18 th Central Committee of the Communist Party of China put forward Five idea of development including the idea of development through opening up which is helpful to build a modern society with characteristics of prosperity,vitality,progressiveness,mobility,safety,and all-inclusive institution and is also good for the great revival of Chinese nation of China Dream,for building a well-off society in an all-round way and for building a modern society in the following 30 years. In fact,China's development and progress has constantly been with opening up passively or actively since modern times. Future science revolution and international competition demands us that we should be opening up in the meaning of economy and commerce and also the meaning of cultural exchanges and we should be opening up to the outside of China and also should be opening up inside of China.
