摘　　要：甘肃省山洪灾害防治非工程措施建成对全省的防洪减灾发挥了重要作用。通过多年建设,全省建立了山洪灾害防御运行机制和管理体制,建立健全了规章制度,建立了台账,多措并举提高设施设备运行良好率,初步建成专群结合的非工程综合防御体系。同时也存在运行管理机制不完善、运行管理费用难以足额到位、专业技术人员缺乏等问题。提出了确保山洪灾害预警预报系统良好稳定运行的建议。Non-structural measures have played a critical role for mountain flood control and disaster reduction in Gansu Province. A comprehensive prevention mechanism have been built that combines the efforts of professional teams with local people for disaster reduction, including specified rules and regulations as well as establishment of data for maintenance of facilities. Concerning to the issues such as lacking of funds for operation and maintenance and technical staff, measures are proposed for ensuring a sound operation of early-warning system.
