摘　　要：从公共政策的角度分析,青少年校园足球是一项涉及国家行政、非政府组织、市场机构等多个层面的公共社会活动,且已纳入国家教育和体育事业的发展改革战略。从足球项目战略发展的角度,运用路线图方法对我国青少年校园足球治理体系进行研究,以研制专业、科学和开放的公共政策为原则,以制定治理青少年校园足球的政策导向和组织架构为研究起点,构建青少年校园足球治理体系应成为发展该项事业的总体目标,由治理组织指挥系统、政策制定执行系统、资源物资保障系统、足球活动服务系统和效率监督评价系统构成其核心任务,足球组织创建、足球赛事体系、足球技能培训、足球场地器材、足球信息平台、足球文化交流、足球后备人才成为其关键指标,同时,政府转变职能成为多元治理主体的政策依托,社会共同治理成为多元治理主体的运行机制,激发市场活动成为多元治理主体的配置方式,由此构成实现我国青少年校园足球的实现路径。In the respect of public institution, youth campus football is regarded as a kind of social public activity in national government, non-governmental organization and marketing organization, which has been included into the national strategy in reform and development. Through Route Mapping of governance system, policy orientation and organizational framework of youth campus football is compiled. The overall objective is to construct the governance system, and the core tasks are consisted of organizational command, policy making-executive, material guarantee, service, and efficiency as- sessment. The key indexes are organization construction, event system, skill instruction, venue and equipment, information platform, cultural exchange, and elite players. Meanwhile, the transformation of government function, the common social governance, and the invigorating of the market are necessary.
