茶农对茶园生态功能的认知及支付意愿——以福建茶叶主产区为例

摘　　要：以茶农为研究对象,通过构建Logistic模型对福建省茶叶主产区生态保护支付意愿与额度的影响因素进行分析,结果显示:(1)年龄、受教育年限、从事茶叶生产加工年限是影响茶农支付意愿的显著性因素。(2)茶园的经济效益对农户是否愿意支付起主导作用。(3)茶叶生产质量是茶农关心的首要问题,但茶农对是否实施生态茶园建设存在矛盾心理。(4)茶农对茶园生态保护意愿支付额度:有一定种植经验和文化程度较高的茶农倾向于每年每公顷支付18000元;文化素质较高且对茶园生态功能、茶叶质量安全具有一定认知的茶农倾向于每年每公顷支付21000元;茶园生态发展的主题定位、经营规模、发展方案等方面较完善的茶农倾向于每年每公顷支付24000元。综合考虑茶园生态保护中茶农的机会成本及支付意愿对制定茶业发展政策极为重要。This paper selects tea farmers as the research object and analyzes the influencing factors of farmers＇ willingness and amount to pay for ecological protection in the main tea producing areas in Fujian Province by constructing the Logistic model. Researchfindings are shown as follows ： （ 1 ） Age, the number of years of schooling, and the number of years of tea producing and processing are the significant factors that affect tea farmers＇ willingness to pay; （2）The economic benefit of tea garden is the main factor affecting farmers＇ willingness to pay; （3} Tea production quality is the primary concern of tea farmers, but there is an ambivalence about the implementation of the construction of ecological tea garden ; （4） Tea farmers tend to pay for tea garden ecological protection, who with growing experience and higher educational level tend to pay 18000 Yuan per hectare per year, who with higher cultural quality and have a certain awareness with ecological function and tea quality safety of tea garden tend to pay 21000 Yuan per hectare per year, who with an excellent development of the theme orientation, management scale and plan of tea garden tend to pay 24000 Yuan per hectare per year. Therefore, a consideration of farmers＇ opportunity cost and willingness to pay the amount for ecological protection of Tea Garden play an important role in the formulation of the development policy of tea industry.
