团体标准分裂性的私有元治理机理研究

摘　　要：本文通过分析团体标准分裂性的原因,指出运用私有元治理协调团体标准的必要性,并分析了团体标准私有元治理的内涵、特征与运作方式,然后,通过对国家有机农业运动联盟的案例研究发现,私有元治理是解决团体标准分裂问题的有效方式,有助于推动团体标准发展,凝聚标准管制力量。By exploring the causes of the fragmentation of association standards, this paper points out the necessity of utilizing meta-governance to coordinate these standard initiatives. Then, it analyses the connotation, characteristics and main operating means of the meta-governance of association standards. Moreover, based on the case study of the International Federation of Organic Agriculture Movement, it identifies the meta-governance is an effective solution to the fragmentation in the association standards field, which would help to promote the development of association standards and lead to the cohesion of regulation force of standards.
