农村宅基地流转前后农户福利差异及其影响因素分析——以河南四市为例

摘　　要：在理论分析的基础上,对河南省4市宅基地流转农户进行实证研究,分析宅基地流转前后农户福利变化情况及农户之间福利差异,并运用分位数回归模型实证检验引起农户福利变化差异的影响因素。研究结果表明,宅基地流转后农户福利水平下降,且农户间福利差距加大。受教育水平、非农就业、参加社保、宅基地使用权证书、参与流转意愿以及整体满意度对农户福利变化具有显著的正向影响。分阶段分析发现,受教育水平对农户福利变化的影响在高分位点上不如低分位点上更为有力,非农就业对农户福利变化的影响整体呈现上升趋势,农村社保、宅基地使用权证书分位数回归系数值变化趋势分别是先减少后增加,先增加后减少,参与流转意愿对中低分位数上农户福利变化影响的边际效应较大。因此,在加快宅基地确权登记发证、加大农村社会保障支持力度和教育投入、实施非农就业指导培训、尊重农户流转意愿和提升农户对宅基地流转的整体满意度的基础上,对流转后福利变差的农户应给予更多的关注,增加其职业技能培训和受教育的机会,这对增加农户福利水平,缩减农户间福利差距具有重要意义。Based on theoretical analysis,anempirical study was conducted on farmers of residential land transfer in some cities of Henan Province,this paper analyzed peasants' welfare changes and welfare differences among farmers,and examined their influence factors of farmers welfare change differences by Quantile Regression Model. The results showed that the farmer' welfare level decreased,while welfare differences among farmers increased. Farmers' education level, non- agricultural employment,social security,residential land use certificate,participation willingness and overall satisfaction had significant positive impact on farmers' welfare changes. Meanwhile,quantile regression analysis provided more reliable and more detailed information: Educational level had more effect on farmers' welfare changes with lower quantile relative to higher quantile,non- agricultural employment had increasing effect on farmers' welfare changes from the overall trend,the effect of rural social security had gone through a decreasing phase and then an increasing phase; the quantile regression coefficient of residential land usecertificate had opposite trend,and participation willingness had larger marginal effect on the middle- low quantile of farmers' welfare changes. Therefore,we should accelerate residential land registration certification,increase rural social security support and education funds,implement non- agricultural employment guidance and training,respect farmers' willingness and enhance the overall satisfaction of farmers on residential land transfer. Based on the above efforts,the farmers of worse welfare changes after transfer should be given more attention,to increase their professional skill training and education opportunities. All these measures are very important for increasing farmers welfare and reducing welfare difference among farmers.
