摘　　要：本文回顾总结了由大连市人民检察院、大连海事法院、大连海事大学以及大连海洋大学联合召开的"两校两院促进海事刑事审判改革"研讨会第一次会议与第二次会议的研究成果,并归纳总结了目前学界对于海事刑事审判改革的主流观点。针对当前我国海事法院对刑事案件管辖权缺失的现状及问题,从必要性与可行性的角度对赋予我国海事法院刑事审判权的正当性进行了分析。此外,还针对改革过程中可能遇到的问题提出了若干解决方案。本文作为海事刑事审判改革的综述性文章,对于促进我国海事法院司法改革,维护我国海域秩序的安全稳定,建设国际海事司法中心,实现建设海洋强国的战略目标具有重要的意义。This article reviews the research of the first and the second meeting ＂Promoting the Reform of Maritime Criminal Trial＂ by Dalian People＇s Procuratorate, Dalian Maritime Court, Dalian Maritime University and Dalian Ocean University to sum up current academic circle of Maritime Criminal Trial Reform. In the lack of jurisdiction of criminal cases in maritime court, and the legitimacy of the criminal jurisdiction of the maritime court are analyzed with necessary and feasible solutions that may encounter them with the significance of promoting judicial reform of the Maritime Court, the security and the stability of sea order in China to realize the strategic objectives of China＇s marine power.
