摘 要:以中国27个制造业行业2003—2011年的数据资料为样本,采用面板数据分析模型,实证分析了环境规制对中国制造业绿色工艺创新即期和滞后三期的影响。研究发现:环境规制对于中国制造业绿色工艺专利数的即期、滞后1期、2期和3期均产生了显著地正向影响,在滞后1期的促进效果最好,且在时间维度上呈"倒U型"关系,表明环境规制对中国制造业绿色工艺创新有明显的促进作用。基于成本角度详细解释了环境规制对中国制造业绿色工艺创新促进作用的原因,并就如何扩大环境规制对中国制造业绿色工艺创新的促进作用提出相对应的对策建议。Taking 2003-2011 data of 27 manufacturing industries in China as samples, the article builds a panel data model of environmental regulation' s effect on manufacturing green process innovation at sight and three delayed periods. The results show that the environmental regulation has a significant positive effect on the manufacturing green process patent numbers at sight and in lag 1 ,lag 2 ,lag 3, the effect promoted by environmental regulation in lag 1 is the best, the relationship between environmental regulation and manufacturing green process patent numbers is inverted U-shaped from the angle of time. The research indicates that environmental regulation has a significant positive effect on Chinese manufacturing' s green process innovation. It explains the causes of environment regulation' s effect on manufacturing' s green process innovation from the cost perspective. At last, some suggestions on how to amplify the environmental regulations' positive effect on green process innovation are provided.
