农户多维贫困测量及2020年后展望

摘　　要：采用AF方法,建立多维贫困指标体系进行多维贫困测量,发现在40%的临界值水平下,2010年的多维贫困发生率为31.29%,2012年为20.83%。健康维度对农户发生多维贫困的贡献最大,其次是生活条件和教育。农户在食物安全和社会关系维度的被剥夺情况对多维贫困贡献相对较小,但随着临界值的提高食物安全和社会关系的贡献提高,说明越多维贫困的人群,其食物安全和社会关系状况越差,增加食物安全和社会关系维度是对多维贫困指标体系的有益补充。因此在精准扶贫工作中,食物安全和社会关系也是减贫工作的重点。政府补贴型农户是帮扶的重点对象,但不同类型农户需要帮扶的重点不同,经商型农户和工资型农户更需要改善健康状况。2020年后的贫困测量可以采用多维贫困测量的方法,关注人的可行能力发展。A multidimensional poverty indicator system was built for the multidimensional poverty measurement with the AF method. The multidimensional poverty headcount ratio was 31.29 percent in 2010,and 20.83 percent in 2012 under the cutoff of 40 percent. Health dimension contributed most to the multidimensional poverty of rural households and followed by living standards and education dimensions. Food security and social network contributed relatively low to the multidimensional poverty, however, the contribution gradually increased when the cutoff lifted, implying that the poorer multidimensional poverty households suffered more in food security and social network. Therefore, the effort to add food security and social network dimension is an effective supplement to the current multidimensional poverty indicator system and food security and social network should also be focused in the precise poverty alleviation. Households relying on government allowance were the most vulnerable group, but different targeting measures were needed for each livelihood group, for business and wage group, more work needed to be done in health aspect.Multidimensional poverty measurement provided a good perspective for the poverty measurement in post-2020 which focused on the functional capacity development of human beings.
